How to apply: 

Effective April 1st, 2026, the Waukesha County Department of Public Works will process Utility permits using Oxcart Permits, a web-based permitting system.  No paper, email, or faxed applications will be accepted. 

Applicants must register via the Oxcart website.  Registration is free.

A utility permit is required for construction, maintenance, and/or repair of utilities within a County Highway's right of way. It helps the permitting authority manage the highway right of way corridor for the most efficient use of space, helps the coordination of facilities within, and ensures proper restoration. Permit fees depend on the scope of work that will be occurring. 

Applicants proposing utility work within Waukesha County highway right-of-way shall comply with the Wisconsin County Highway Association Utility Accommodation Policy (WCHA UAP) and the Waukesha County Addendum, as adopted by Waukesha County. Compliance with these requirements is a condition of permit approval and applies to all proposed utility installations, relocations, maintenance, and related work activities.
