Birth to Three Program

The Birth to 3 Program in Waukesha County partners with Lutheran Social Services to support families and children under the age   of three who have developmental delays, or disabilities, The Birth to 3 Program's goal is to support families by using a Parent Support Framework. We work to strengthen your child’s development and support your family’s knowledge, skills, and abilities as you interact with and raise your child.  Areas of development for your child include language, communication, forming relationships, understanding/managing emotions, learning, thinking, problem solving, movement, and physical development. 

Parent support builds on the idea that parent involvement is important to early intervention success and parents want information about specific ways they can help their child's development and growth. Birth to 3 provides strategies parents/caregivers can use in the home or out in the community to help their child develop and grow their ability to take part in daily routines and activities. The Birth to 3 Program in Waukesha County provides: 

  • Support and resources about your child's development 

  • Successful strategies to interact with your child 

  • Ways for parents/caregivers to adapt everyday routines or activities to maximize a child's ability to take part and learn 

  • Support and intervention take place in a home or community setting 

Birth to 3 Program eligibility relies on an evaluation process. A team of early intervention professionals will partner with parents/caregivers to learn about your child’s skills and abilities, health history, and general development within your family’s culture and beliefs.   

Eligibility is based on one of these: 

  •  A developmental delay of at least 25% in one or more areas of development 

  • Atypical (unusual) development that negatively affects your child’s overall development 

  • A physician diagnosed condition with a high probability of developmental delay 

For qualifying children, the team will set up an individualized service plan that provides special education and therapy services to meet your child’s unique needs. Services may include: 

  • Service coordination 

  • Special education services 

  • Speech therapy 

  • Physical therapy 

  • Occupational therapy 

  • Other services, depending on your child’s and family’s needs 

The Birth to 3 Program is funded in several ways, including government funds, Medicaid, private insurance, and parental cost share, if able.
