The HOME Consortium

The HOME Consortium receives approximately $1,300,000 allocation from The U.S. Department of Housing Development (HUD) each year.  The 12-member HOME Board of Directors allocates the funds. 

For the Consortium to be recognized, the government of each participating community is required to adopt a formal resolution and execute a Participation Agreement. Every municipality in Jefferson, Ozaukee, Washington and Waukesha Counties, except for Towns of Eagle, and Ottawa, the Villages of Chenequa, Lac la Belle, and Oconomowoc Lake, has formally approved participation in the HOME Consortium.

 

The HOME Consortium is governed by a 12-member Board of Directors (HOME Board) with equal representation by each participating county. The HOME Board member is appointed by the County Executive or elected Chair of the County Board of Supervisors.

Each county is represented by three primary board members and one (I) alternate board member. Waukesha County is the lead agent for the HOME Consortium.

The purpose of the HOME Board is to assist in planning, developing, and implementing affordable housing under the Cranston-Gonzalez National Affordable Housing Act of 1990(42 U.S.C. § 12701 et seq.) as amended, which provides Federal assistance for the HOME Program.

 

Annual Allocation
The HOME Consortium receives an annual allocation of HOME funding through the U.S. Department of Housing and Urban Development (HUD). The Consortium then publishes an annual budget for public comment by September, and the budget is approved by the HOME Board in October.

The HOME Consortium allocates its funding into categories: Administration, Core Programs, and CHDO Projects. Funding for the Core Programs is given directly to eligible families, and CHDO funds are awarded to eligible organizations through a competitive process.

In 1998 Jefferson, Washington and Waukesha Counties joined together to form the HOME Consortium and become eligible to receive federal HOME program funds to support the creation and maintenance of affordable housing. In 1999, Ozaukee County agreed to participate in the Consortium. The main purposes of the HOME Consortium are to advance home ownership opportunities with a down payment assistance program, and to maintain the quality of the existing housing stock through low-interest housing rehabilitation loans. All programs are available to households that earn 80% or less of the area median income in the participating counties. 

Reporting requirements include monthly reporting during construction and a final report.

Section 3 applies to projects that are fully or partially funded with HUD financial assistance. All Waukesha County HOME, CDBG, or HOME ARP grant recipients in excess of $200,000 in grant funds for a project involving construction must adhere to Section 3. Section 3 requirements include labor hour tracking and meeting required benchmarks and providing documentation of qualitative efforts taken to support Section 3 Residents and Business Concerns.
